Every security and operations budget is finite, and every stakeholder believes their request is the priority. GSS builds the risk-informed framework that ranks investment by consequence and likelihood, not by the loudest voice in the room.

OPERATIONAL CONTEXT

Prioritization by advocacy is not a strategy

Without a shared framework, competing investment requests get resolved by whichever program has the most persuasive advocate, the most recent finding, or the most political capital — not by which gap actually carries the most consequence if left unaddressed. That produces a portfolio that looks responsive but isn't necessarily rational.

GSS builds risk-based decision frameworks that rank competing priorities on a consistent basis: consequence of failure, likelihood of occurrence, and cost and schedule to close the gap. The framework doesn't remove judgment from leadership — it gives leadership a common basis to apply that judgment against, so decisions are defensible to a board, a regulator, or an oversight body after the fact, not just at the moment they're made.

This capability sits downstream of the Optimization Assessment and KPI Development work: the same Best-in-Class gap analysis and indicator trends that identify where an organization is falling short become the inputs a risk-based framework ranks against each other.
