Security is cheapest and most effective while it is still a drawing. GSS integrates the protective strategy into a new build program from the concept stage, before layout and structure are fixed.
Security is cheapest when it's still a drawing
Once concrete is poured, a protective strategy is constrained by whatever already exists — standoff that can't be recovered, vital areas boxed in by a layout that was never designed around them. Retrofitting security after the fact is possible, but it is rarely as effective, and it is never as cheap, as building it in.
GSS applies the inside-out methodology directly at the design stage: vital areas and target sets are identified from the design basis before siting or layout is finalized, so standoff, avenues of approach, and response positioning can still be adjusted rather than accepted as fixed constraints.
This applies to conventional new build and, with particular value, to small modular reactor programs, where compressed construction schedules make a late security retrofit especially costly to both budget and schedule.
