Minimum complement is the smallest protective-force staffing level that can execute the response strategy across every shift and posture — derived from the response positions and force allocation the timeline analysis requires, not from whatever the site has traditionally staffed.

Human factors are built into that calculation, not treated as a separate concern layered on afterward: shift rotation, fatigue, and cognitive-load effects are evaluated directly, because a complement that is numerically sufficient but chronically fatigued will not actually perform to the timeline it was sized against.

The determination is re-run whenever the underlying protective strategy, staffing model, or facility configuration changes, and results are documented to support both staffing decisions and licensing-basis submissions.
