Training that isn't measured against performance is just attendance

The Systematic Approach to Training runs five phases — Analyze, Design, Develop, Implement, Evaluate — as a closed loop rather than a one-way process. Analysis defines what the protective force actually needs to be able to do; every phase after it is built to produce that, and the evaluation phase feeds back into the next round of analysis.

Implementation itself progresses in stages: classroom instruction establishes knowledge, site walkdowns and discussions connect that knowledge to the actual facility, and scenario-based drills apply it under conditions that approach realistic operation. Performance assessment at the end measures whether it worked, individually and at the program level.

The same structure supports both initial qualification and ongoing requalification, so continuing training stays anchored to the site's current protective strategy rather than repeating a fixed curriculum indefinitely.
