Written policy and procedure are supposed to describe how the protective strategy is actually executed. When documentation drifts from practice, both compliance exposure and operational risk grow together — and the gap is usually discovered during an incident or an inspection, which is the worst possible time to find it.

GSS develops new policy where none exists and optimizes existing documentation by reconciling it directly against field practice, audit findings, and the underlying protective-strategy analysis, so the result is something the site can actually operate to rather than a document that describes an idealized version of the program.

This work is coordinated with training, so procedure and instruction stay consistent with each other, and with program audits, so findings translate into documented change rather than informal fixes that quietly drift again over time.
