A program that depends on an outside instructor forever hasn't actually transferred capability

Hands-on tactical training builds individual and team proficiency in the specific skills a site's response strategy and engagement doctrine actually require — not a generic tactics package, but one sized to that site's own timeline analysis and doctrine.

The train-the-trainer component is what makes it durable. GSS selects internal instructor candidates in coordination with site leadership, trains and certifies them to deliver the program independently, and defines a sustainment cadence so proficiency doesn't reset to zero between outside engagements.

This work is delivered as part of, and consistent with, the site's broader Systematic Approach to Training program rather than as a standalone course disconnected from the rest of the training structure.
